On November 7 Dmytro Vovk, head of the National Commission for State Regulation of Energy and Public Utilities (NCSREPU), announced another victory. The Commission adopted a resolution, which simplifies the rule of getting electricity from 160 kW to 5 MW.Why is this NCSREPU`s decision ‘special’?This model passed through many filters and expert groups and based on pricing transparency. This is exactly what was lacking, according to foreign investors, in relations with power companies regarding getting electricity.
I wrote about that in the article ‘How to get electricity without ‘tipping’. NCSREPU has agreed and even supported that model. The only stumbling block was the cost rate of 1 kW power. Licensees and NCSREPU insisted on the methodology which implied some kind of ‘premium’. Independent experts and the public insisted that a ‘premium’ is superfluous.
