Under the Social Assistance Reform Project, the experts of CASE Ukraine studied the experience of Moldova in reforming its system of privileges.
Like many other former Soviet republics, Moldova inherited the system of privileges and compensations. In 1990s, about one third of the population received privileges. Over 12 years – from 1997 to 2009 – Moldova gradually replaced privileges with targeted cash benefits to low-income families. Currently, the social assistance eligibility is based on the applicant’s income level and the number of scores for property status. The report on the topic can be downloaded at the link below.
