During the work on Social Assistance Reform Project, the experts of CASE Ukraine have studied ways for improving housing subsidies system. One of the options analyzed was introducing income test for the housing and fuel subsidy applicants.
The analysis of the potential effects of different income threshold levels implementation – at 1.5, 2, 2.5 and 3 subsistence minimums per person per month – is conducted using the 2009 household budget survey data. The report can be downloaded at the link below.
