Summary Report on Introducing Uniform Households Means Testing Criteria for Granting All Types of Social Assistance, and Improving the Techniques of Calculation of Family’s Aggregate Income for All Types of Social Assistance (UKR)

The report provides a brief description of the methods developed to improve the means-testing for determining social assistance eligibility. Particular attention is paid to the methodology of indirect (hybrid) means-testing used for estimating income derived from informal employment. The advantages of several indirect means-testing models are considered. In addition, the methodological recommendations on imputing household income from agricultural production and assets are briefly presented. Also, the issues of introducing unified eligibility criteria as regards property ownership for all means-tested benefits and of providing assistance to families living in the multifamily households are addressed.
