Social electronic cards have gained wide acceptance in the world as a means of providing, recording and control of privileges provision. These cards look like traditional credit cards or identity cards and can be used to pay for services consumed, to identify the owner, to certify the right to receive certain types of privileges, etc. The document provides examples of using social electronic cards for social assistance purposes in different countries, analyses main benefits of their use and difficulties associated with their introduction. It also describes Ukraine’s experience in launching social electronic card projects. The preliminary estimates of costs and benefits of introducing social electronic cards in Ukraine are also presented.
