Volodymyr Dubrovsky, CASE Ukraine`s senior economist, shared with Deutsche Welle his assessments of Petro Poroshenko`s desire to create a Financial Investigation Service (SFR). In the beginning of September, the Minister of Finance of Ukraine Oleksandr Danyliuk also said that there is an agreement with the United States and Italy to provide technical support and training for new employees.
The option proposed by the MoF suggests that the new service will assume all the authority to investigate financial crimes. As for now, these authorities are assigned simultaneously to the tax police, National Police’s Department of Economy Protection, the SBU`s Department of Counterintelligence Protection of the State’s interests in the field of economic security and investigative bodies of the Prosecutor’s office.
The bill proclaims the transition from a force to an analytical approach. According to Volodymyr Dubrovsky, CASE Ukraine`s senior economist, the fact that the new SFR is not provided with power units significantly reduces the ability of the new body to ‘nightmarize’ business.
