A refusal to run the unpopular reforms means further degradation of health care system in Ukraine. However, the rush with some changes during the first phase in the reform process under conditions of limited human resources and funds causes inconveniences and risks for people without any noticeable improvement in quality of health care services. The key prerequisites for the reforms to continue and succeed are achieving public consensus on the reforms; widening opportunities for high-quality training of family practitioners and their true motivation and adequate financing of the reforms.
At present there are many voices from people and some political actors to stop the reforms. But it is crucial to continue the long-term reform process in a consistent and reasonable manner. Civil society organizations may correct the rough edges of the reforms, control the changes to prevent a dramatic drop in people’s access to medical services and stimulate key reforms that are essential for the changes to bring positive results in the end.
