Ukraine is the only post-Soviet country where the system of privileges inherited from the Soviet Union and broadened in the 1990’s is kept almost unchanged. Other former Soviet Union countries sooner or later abolished or reformed their systems of privileges, either by monetizing the privileges or transforming them into targeted assistance. The paper presents the experience of reforming the system of privileges in such countries as Moldova, Kazakhstan, Belarus and Kyrgyzstan.
