The Verkhovna Rada of Ukraine held a Committee on Economic Development meeting to discuss further support for small and medium-sized businesses, particularly reform of the taxation system. Members of parliament, government officials, representatives of business associations, and the CASE Ukraine analytical center attended the event.
CASE Ukraine Executive Director Dmytro Boyarchuk emphasized the need to reform the general taxation system as a key priority.
“We need to simplify the general taxation system, not complicate life for those who use the simplified system. The problem is not with the simplified system, but with the complexity of the general system. But this needs to be fixed at the level of state policy. After all, today’s tax policy is based on the National Revenue Strategy, where the general system is considered effective, and the simplified system needs to be reformed. In other words, the state machine is moving in the opposite direction,” said Dmytro Boyarchuk.
According to him, this position sparked a discussion among the participants.

During the discussion, a common understanding was reached that reform is needed first and foremost in the general taxation system, rather than the simplified system, which plays a key role in supporting micro and small businesses. Representatives of the expert community emphasized the need to review the strategic guidelines of state tax policy, which contradict the demands of wartime and post-war recovery.
The participants paid special attention to business personnel challenges, the need to adapt labor legislation, and the expansion of support programs for entrepreneurs in wartime conditions.
Following the meeting, participants agreed to continue working on specific legislative initiatives that will increase the competitiveness of small businesses, reduce the administrative burden, and ensure the transparency of the tax system.
