CASE Ukraine tells about the lack of trust in fiscal authorities at the Parlament committee hearings
CASE Ukraine’s Executive Director Dmytro Boyarchuk reminded the audience that the tax service quietly released the World Bank survey results on December 31, simply posting them on the website. He characterized the data as “devastating” for the quality of Ukraine’s tax system.
The expert also said that CASE Ukraine conducted a parallel survey that confirmed the problems with trust in the fiscal authorities. He demonstrated the survey results, which show an extremely low level of business confidence in the tax and customs services.
Mr. Boyarchuk noted that the government, particularly the Ministry of Finance, has committed itself to a memorandum with the IMF and the National Revenue Strategy to review tax and customs policy based on the results of this survey. According to him, the whole concept of the National Revenue Strategy is based on trust in the fiscal authorities, which does not exist.
The hearings brought together representatives of the Government, business and the expert community to discuss the pressing issues of small and medium-sized enterprises in Ukraine.
The Verkhovna Rada of Ukraine was represented by Dmytro Natalukha, Chairman of the Committee on Economic Development, Yaroslav Rushchyshyn, Secretary of the Committee, Dmytro Kysylevskyi, Deputy Chairman of the Committee, Ihor Marchuk, Chairman of the Subcommittee, and Halyna Vasylchenko, representative of the Committee on Finance, Taxation and Customs Policy. The event was also attended by Andriy Teliupa, Deputy Minister of Economy of Ukraine, Business Ombudsman of Ukraine Roman Vashchuk, Acting Deputy Head of the State Tax Service of Ukraine Serhiy Lysiuk, and heads of leading SME business associations from different regions of Ukraine.
The event was moderated by Oleg Getman, Coordinator of Expert Groups at the Economic Expert Platform.
The meeting participants reached a common opinion on most of the issues discussed and agreed to jointly develop relevant regulations. The committee hearings were held in a constructive dialog, and all participants had the opportunity to express their opinions and receive answers from government officials.
