The Verkhovna Rada supported the abolition of mandatory acts of work performed

23.10.2025 The Verkhovna Rada supported the abolition of mandatory acts of work performed/services provided in the first reading. 271 MPs voted in favor of Bill 14023 as amended by Danylo Getmantsev.

Next steps include further refinement by the Verkhovna Rada’s tax committee, a vote by the committee in the second reading, a vote in parliament, and (if supported) the president’s signature.
We want to remind you that in our column for Forbes Ukraine, we explained why this is beneficial for business:
🔹Acts as a primary financial document used exclusively in the post-Soviet space. Please do not confuse them with acceptance and transfer documents, which are not primary financial documentation, but certify the fact of acceptance of the quality of work.
🔹74.1% of entrepreneurs support the idea of abandoning the use of work completion certificates and believe that it would be easier for them to work in conditions where signing certificates is not mandatory.
🔹In 2021 prices, the savings from abandoning the mandatory use of work completion certificates would amount to UAH 34 billion per year, which at that time accounted for 0.6% of GDP (CASE Ukraine study).
We hope that our efforts to eliminate unnecessary paperwork, which have been ongoing for 8-10 years, are nearing their logical conclusion.
