- Not KPIs as formal targets — but clear, measurable outcomes (volumes, indicators, ratings).
- Move away from bureaucratic ‘action plans’ on paper — in favour of specific goals and changes.
- Avoid formalism in budget programmes: the aim is not to ‘fulfil the plan’ but to improve quality and performance indicators.
- Set KPIs for civil servants in such a way that they impact business and citizens, rather than merely internal operations.
- Instead of multiple functional duties — focus on results that are visible externally.
- Introduce an OKR (Objectives & Key Results) system, where the objective and key results form the basis of effectiveness.
