Budget Simulator for Pilot United Territorial Communities

With the support of the British Embassy in Ukraine, CASE Ukraine is implementing a project aimed at establishing and test-using a budget simulator for united territorial communities (UTC) in 7 pilot communities.

The budget simulator is an on-line tool that presents complex figures on available budget resources in a form comprehensible to ordinary people. Budget simulator demonstrates what financial resources are available to the community, where they come from, and what they are used for. This tool allows tracking the real needs of the community.  Residents of pilot communities will be able to see what their taxes are spent for and submit their proposals.

Users of the budget simulator will experience those budget constraints that are present in the work of community heads, which will contribute to increased understanding of leadership decisions.

This tool is designed to facilitate communication on money matters with residents, promote financial awareness of the public, improve the image of the community leadership, and save time for discussions.

Basic version of simulator was developed under USAID DOBRE project and successfully implemented in Tsarychanka UTC in Dnipropetrovsk region.
